District CFO Appoints New Deputy for Office of Tax and Revenue

Black, who formerly served as OTR's director of operations, is a 30-year veteran of the Internal Revenue Service (IRS). Prior to joining the District government, Black was national chief of the Appeals Division for the IRS, where he was responsible for managing a staff of 2,000 in 45 major metropolitan areas. During his tenure, he led a redesign of IRS' appeals function and established new alternative dispute resolution programs. He also served as the IRS' district director for southern California and as regional director of appeals in Atlanta.
Black is a certified public accountant and member of the Greater Washington Society of Certified Public Accountants. He holds a master's degree in business administration from the University of South Carolina. Black is also a recipient of the IRS Commissioner's Award in 2002.
