Discovery Program Used to Identify Tax Non-Filers
 
Each year, the District of Columbia loses tens of millions of dollars in potential revenue because many individuals and businesses fail to file and pay District taxes. In April 2000, the District’s Office of Tax and Revenue (OTR) engaged a private contractor, MuniServices, to develop a “Discovery Program” to help close this “tax gap.”  Discovery programs help provide a “level playing field” for District-based businesses and equal enforcement across the entire tax base. 
 
MuniServices is an experienced provider with more than 30 years of providing revenue enhancement products and services. The company assists over 280 municipal and state clients and has provided the District of Columbia with significant benefits and enhanced revenue.  
 
MuniServices functions under strict confidentiality standards. Employees of MuniServices operate under the same disclosure regulations as OTR employees. The company’s security standards have been vetted under local regulations and standards established by the Internal Revenue Service (IRS).
 
MuniServices does not receive confidential taxpayer information from the District of Columbia. The company uses sophisticated custom software to access business and third party databases and develops decision analytics. The results of these analytics are used to identify potential non-filers. Computer generated models are then used to identify those that fall farthest outside normal ranges.
 
For the fiscal year ended October 31, 2007, more than $15 million in additional revenue and 2,000 new business registrations have been as a direct result of efforts produced by MuniServices.
