OTR Launches New Online Clean Hands Application

New process allows businesses and residents to receive their compliance status instantly

Chief Financial Officer Jeffrey Dewitt announced today that the Office of Tax and Revenue has launched an online application which allows applicants to obtain a Certificate of Clean Hands – instantaneously. This new process eliminates time consuming face-to-face and email requests for individuals and businesses.

The link to the Clean Hands application is ocfocleanhands.dc.gov.

This initiative is a key component of the CFO’s strategic plan to provide improved service and transparency to the city’s businesses and residents.

“The goal of our strategic plan is to make it easier for District residents and businesses to get the services and information they need,” Jeffrey DeWitt said. “This new online service is a significant step in that direction.”

“I applaud CFO Dewitt and the Office of Tax and Revenue for streamlining an important District service, making it easier for businesses to be reviewed through Clean Hands,” said Mayor  Muriel Bowser.    

The Clean Hands process is quick, easy and secure and can be accessed at ocfocleanhands.dc.gov.

Features of the new online system include, for compliant applicants, a printable copy of a Certificate of Clean Hands, and, for noncompliant applicants, an appropriate agency referral.

The new web application supports the “Clean Hands” mandate which stipulates that individuals and businesses are to be denied District goods or services if there is a debt owed to the District of Columbia of $100.00 or more for fees, fines, taxes or penalties. This includes taxes, fines and other payments due to the city.
