Stephen M. Cordi, deputy chief financial officer for the Office of Tax and Revenue (OTR), announced today that Stephen Cappello has been named chief appraiser of OTR’s Real Property Tax Administration, Assessment Division.
Cappello has more than 30 years of appraisal experience in the private and public sectors, including 12 years as the supervisory appraiser for OTR. Cappello adds seasoned industry experience to the senior management team, managing the assessment, appeal and exemption functions, relating to more than 190,000 real property parcels, for which the Assessment Division is responsible.
Prior to joining OTR, he served as a commercial/industrial assessor for the state of Maryland, in which he appraised commercial and industrial properties. He also served as an instructor of the International Association of Assessing Officers (IAAO) Mass Appraisal at the Maryland assessor school.
Cappello, a certified general licensed real estate appraiser, holds a master’s of business administration from Mississippi College.
The Assessment Division assesses all real property for tax purposes, conducts assessment appeals, maintains the assessment roll and parcel maps, and administers the real property tax credit and exemption laws.
