Limited quantities of the 2025 District income tax forms are available at OTR’s Customer Service Walk-In Center, the John Wilson Building, the Union Square Building, and One Judiciary Square. Taxpayers may print books and forms directly but are encouraged to file electronically for faster, more convenient processing.

Eva Liggins, Director of Operations

Eva M. Liggins is the Director of Operations for the District of Columbia Office of Tax and Revenue. She is responsible for the day-to-day operations of the agency which includes six administrations and an Office of Taxpayer Advocate. She is also responsible for the collection of over $9 billion dollars in revenues. She began her employment with the agency as the Director of Customer Service in December 2011.

Ms. Liggins has 41 years of management experience in the private and public sectors. Prior to her current position she held several leadership positions including assistant director of the City of Dallas’s 311 Call Center, Director of Customer Service for DC Water, and Administrative Services Manager for PHH Arval in Sparks, MD.

She holds a bachelor’s in psychology from Hampton University, Hampton, Va. Ms. Liggins is also a graduate of the Executive Leadership Institute of the National Forum for Black Public Administrators. She was a contributing author, along with 39 of the top utility experts in the country, for “Leadership Lessons Learned from Our Mentors”, a compilation of universal values showing how to get things done through your most important asset – people – by David J. McKendry. She is the 2022 recipient of the Harley T. Duncan Award for Leadership and Service in State Tax Administration awarded by the Federation of Tax Administrators.


Warren Farrar, Director, Customer Service Administration

Leads OTR’s customer service operations, focusing on accessibility, responsiveness, and continuous improvement.


Lisa Greene-Meadows, Director, Returns Processing Administration

Oversees the timely and accurate processing of all tax returns, payments, and forms.


Brianna Jordan, Public Affairs Specialist

Leads OTR’s communications team, managing media relations and internal and external communications strategies.


Alan Levine, Chief Counsel

Heads OTR’s Office of the General Counsel, overseeing legal matters including litigation and legislation.


Lisa Manning, Director, Real Property Tax Administration

Manages real property assessments, billing, benefits, and tax sales across the District.


James McAndrews, Director, Audit and Criminal Investigations Administration

Directs OTR’s audit and investigative efforts to strengthen compliance and protect District revenue.


Bert Molina, Director, Revenue Accounting Administration

Ensures all revenue transactions are accurately recorded and aligned with the District’s budget obligations.


Michelle Robinson, Special Assistant to the DCFO

Drives key projects and strategic initiatives on behalf of the DCFO.


Patrick Scott, Program Manager

Guides major operational and technical programs that support OTR’s core business functions.


Christina Simms, Executive Assistant

Provides executive-level support to the DCFO and senior leadership.


Radee Skipworth, Director, Collection and Enforcement Administration

Manages the Collection and Enforcement Administration, providing oversight, strategic planning, and direction for the District’s tax collection efforts.


Paul Smith, Taxpayer Advocate

Leads the Office of the Taxpayer Advocate, working to ensure fair and equitable tax administration for District taxpayers.
