Office of Tax and Revenue Kicks Off Tax Filing Season

(Washington, DC) The Office of Tax and Revenue (OTR) kicks off its 2011 tax filing season by announcing that taxpayers will have until April 18 to file their tax returns. OTR also reminds District taxpayers of the free electronic filing option for an accurate return and faster refund and free tax preparation assistance.

“Providing taxpayers with the information and services they need to meet their tax obligation is our number one priority at the Office of Tax and Revenue,” said Stephen Cordi, deputy chief financial officer for OTR. “As an organization, we will do everything possible to assist taxpayers through the filing process.”

Filing Deadline

Taxpayers will get extra time to file their 2010 tax forms as the deadline has been extended to Monday, April 18 for federal and District income taxes. The normal filing deadline of April 15 is a legal holiday in the District of Columbia – Emancipation Day.


Electronic Filing

Taxpayers who take advantage of the e-File options and request direct deposit will get their refunds in a few days, compared to weeks for individuals who file a paper return with a paper check.

OTR offers two electronic filing methods:

  • Free electronic Taxpayer Service Center (eTSC), in which taxpayers can file and pay their taxes online and check the status of their refund; and
  • Federal/State e-File program, which allows taxpayers to transmit both their DC and federal returns electronically, using an approved commercial software program, either from their home computer or with the assistance of a tax practitioner.

Free Tax Preparation Assistance

Customer service specialists in the walk-in center, located at 1101 4th street, SW, Suite W270, will prepare District individual income tax returns at no cost for anyone requesting the service. Taxpayers must bring a copy of their completed federal tax return, applicable schedules, and W-2s or statements showing DC withholdings.

No appointment is necessary. Assistance is available from 8:15 am to 5:30 pm, Monday through Friday.

Check for a Refund

Once taxpayers file their District return, they can track the status of their refunds by using the “Refund Status” tool, located on the front page of www.taxpayerservicecenter.com.

Taxpayers can generally get information about their refunds 72 hours after submission, or three to four weeks after mailing a paper return. Taxpayers must provide their Social Security Number and exact whole dollar amount of the anticipated refund.

Taxpayers requesting assistance may visit OTR’s walk-in center at 1101 4th Street, SW, Suite W270, from 8:15 am to 5:30 pm Monday through Friday, or call (202) 727-4TAX (4829).

Post Amnesty Compliance Initiative

Legislation enacted for the amnesty authorizes the District to require employers to withhold additional money from the paycheck of tax delinquents. Employed tax delinquents who did not participate in the amnesty should expect additional money to be withheld from their paychecks.


Beginning Tax Year 2012

The District will no longer mail paper individual income tax packages. Taxpayers can download the forms and instructions from the DC website, www.taxpayerservicecenter.com.  Paper forms will be available at various District agencies and public libraries.
