The Office of Tax and Revenue Bolsters Its Combined Reporting Effort

Nirmail S. Dhaliwal has been assigned to serve as Senior Agency Tax Advisor where he will assist General Counsel on statutory, legislative, audit and other legal matters; advise on examination of major corporate taxes including but not limited to combined reporting and examination; work with General Counsel on proposed legislation, regulations and rulings, etc.; provide input on technical issues within Customer Service; advise Returns Processing on various schedule and form structure; participate in the development of a new Integrated Tax System; provide input on the fiscal analysis to the Office of Research and Analysis (ORA); and follow the work of the DC Tax Revision Commission on corporate tax issues. Nirmail S. Dhaliwal has served the District residents well over three decades.  His longstanding commitment and his wealth of tax experience and knowledge makes an invaluable asset to the OCFO.  In addition, he has a solid management and audit background which includes major corporate taxes of organizations having multi state national and international operations.  He is involved in the planning, developing and implementing of DC tax laws and regulations, analyzing and interpreting complex tax issues, representing the District on technical issues, precedents and rulings. 

As a Supervisory Tax Auditor, Dhaliwal was responsible for the Review and Conference section of Compliance which is responsible for reviewing all Audit cases for legal and technical sufficiency and holding informal conferences with taxpayers and their representatives.  He worked closely with General Counsel as the liaison for legal matters.  He also addressed issues raised by civic groups, business and professional associations and trade groups.

For many years Dhaliwal acted on behalf of the Audit Chief.  In 2009, Dhaliwal was detailed as acting Chief of the Audit Division.  During this time he developed a mission oriented strategy which would identify and resolve emerging issues to increase revenue and improve tax compliance while enhancing customer service.

Dhaliwal is a member of several professional organizations including the Greater Washington Society of CPA’s, Association of Government Accountants, National Association of Certified Valuation Analysts, and Association of Certified Fraud Examiners, Washington Metropolitan Chapter of the Association of Certified Fraud Examiners and the Association of Chartered Merger and Acquisition Professionals.

Dhaliwal has received numerous honors and awards for his meritorious service to the financial community.  Dhaliwal has a MA degree from Punjab University, Chandigarh, India and holds a Certified Public Accountant (CPA) Certification, Certified Valuation Analyst (CVA) Certificate, Certified Government Financial Manager (CGFM) Certificate, Certified Fraud Examiner (CFE) Certificate and Charted Merger & Acquisition Professional (CMAP) Certificate and a Certified Forensic Financial Analyst (CFFA) Certificate.
