Wilma Matthias Named Director of OTR's Revenue Accounting Administration

Effective Monday, September 30, 2013, Wilma Matthias is appointed director of the Office of Tax and Revenue's (OTR) Revenue Accounting Administration.    
 
Ms. Matthias currently serves as the director of the Policy and Procedures Division within the Office of the Chief Financial Officer’s Office of Financial Operations and Systems (OFOS) where she is responsible for ensuring financial management policies and procedures are established and documented.
 
Prior to joining OFOS, Ms. Matthias served in various positions within the District of Columbia Government.   In August 2005, Ms. Matthias was appointed the chief financial officer for the DC Sports and Entertainment Commission (now a division of Events DC) providing oversight of the commission’s financial and accounting operations during the construction of the new baseball stadium.
 
Prior to joining the commission, Ms. Matthias served as the deputy director for the Department of Housing and Community Development's Office of Program Monitoring for four years. In this role she served as the department’s compliance officer, and was responsible for ensuring that the department operated effectively and efficiently and expended its annual budget in compliance with US Department of Housing and Urban Development regulations, as well as other applicable federal and District laws.
 
In May 1998, Ms. Matthias established the OTR Office of Internal Audit and Internal Security (IAIS), now known as the OCFO’s Office of Integrity and Oversight. In this role, she organized and directed audit and investigative functions;  directed the implementation of the background investigation program, and tax fraud hotline; and  managed audits and projects that addressed significant issues in the District’s fiscal operations.
 
Ms. Matthias is a certified public accountant and a certified government financial manager. She holds a bachelor’s degree in accounting and an associate degree in computer science from the Point Park College, now Point Park University, in Pittsburgh, Pennsylvania.
